2019년 ITU 전파통신총회(RA-19) 대응을 위해 한국ITU연구위원회는 RA-19 대응준비단을 구성해 결의·권고 제·개정 전략 수립, ITU-R 연구반 의장단 진출 계획 등을 추진했다. 주요 이슈로 IMT 주파수 이용(28GHz 대역 포함), CPM 보고서 개정 방안, WRC 의제 연구 원칙 등이 논의되었으며, 중국·러시아·미국 등 주요국 간 입장 충돌 속 한국은 IMT 진영과 공조해 원문 승인을 지지했다. 결의 개정에서는 작업 방식 간소화, 공유연구 결과 포함 삭제 등 합의안을 도출했으며, 이를 통해 7석의 의장단 의석 확보와 32건의 권고 승인 등 국제표준화 성과를 거뒀다. 또한 ITU·ISO 협력체인 글로벌 ICT 표준 리더스 그룹(GISLG) 강화로 융복합 표준화 대응 체계를 마련하고, WTSA-20 총회 대비 중장기 전략 수립을 계획했다. To prepare for the 2019 ITU Radiocommunication Assembly (RA-19), the Korea ITU Research Committee formed a preparatory team to formulate strategies for the enactment and revision of resolutions and recommendations, and to pursue plans to join the ITU-R study group chairpersons. Key issues discussed included IMT frequency utilization (including the 28GHz band), revision plans for CPM reports, and principles for WRC agenda research. Amidst conflicting positions among major nations such as China, Russia, and the United States, Korea cooperated with the IMT bloc to support the approval of the original text. Regarding the revision of resolutions, a consensus was reached on simplifying working procedures and removing the inclusion of shared research results; through this, the committee achieved international standardization results, including securing seven chairperson seats and approving 32 recommendations.
