                <dct:description xml:lang="en">This report aims to improve the frequency utilization schema to respond to the increasing demand for industrial and consumer wireless devices. The Ministry of Science and ICT and the National Radio Research Institute have prepared draft technical standards and improved the procedural framework for supplying unlicensed frequencies, which are a core element of the Fourth Industrial Revolution. Key research activities included addressing Ground Penetrating Radar (GPR) frequency demand, analog modulation standards for drone racing, and the organization of the technical framework for wireless devices in new industries. GPR is classified into Pulse and SFCW methods, and revisions to domestic technical standards and frequency allocation tables have been proposed. The report also includes the reduction of the frequency band for drone racing (5725–5850 MHz) and the strengthening of technical standards for unlicensed frequencies. Through comparisons with overseas cases (US FCC, European ETSI), output standards such as EMI Class A and policies to minimize interference were derived, and options such as simplified licensing and unlicensed systems were presented. By systematizing the frequency bands, output standards, and usage conditions for various wireless devices, including consumer radio stations and specific low-power devices, the report seeks to promote frequency efficiency and industrial revitalization.</dct:description>
