동물보호법 제69조(영업의 허가)
① 반려동물(이하 이 장에서 “동물”이라 한다. 다만, 동물장묘업 및 제71조제1항에 따른 공설동물장묘시설의 경우에는 제2조제1호에 따른 동물로 한다)과 관련된 다음 각 호의 영업을 하려는 자는 농림축산식품부령으로 정하는 바에 따라 특별자치시장ㆍ특별자치도지사ㆍ시장ㆍ군수ㆍ구청장의 허가를 받아야 한다.

② 제1항 각 호에 따른 영업의 세부 범위는 농림축산식품부령으로 정한다.
③ 제1항에 따른 허가를 받으려는 자는 영업장의 시설 및 인력 등 농림축산식품부령으로 정하는 기준을 갖추어야 한다.
④ 제1항에 따라 영업의 허가를 받은 자가 허가받은 사항을 변경하려는 경우에는 변경허가를 받아야 한다. 다만, 농림축산식품부령으로 정하는 경미한 사항을 변경하는 경우에는 특별자치시장ㆍ특별자치도지사ㆍ시장ㆍ군수ㆍ구청장에게 신고하여야 한다.
