열악한 주거환경에도 불구하고 각종 제약으로 인해 저층 주거지에서 생활하는 가구들을 대상으로 경제적 지원범위를 확대해 실질적인 지원이 이루어질 수 있도록 반지하 건축물의 건물 노후화 및 침수지역 비교 분석을 통하여 저층 주거 취약지(반지하)를 도출하고 담당자가 우선 지원 대상 선정에 대한 현황파악 및 우선 지역 선정에 어려움을 지원하고자 해당 표준분석모델을 구축한다.
최근 시민사회 및 언론 등의 지하층 거주가구에 대한 지원이 필요하다는 공감대 형성에 따라 기존 주거상향 사업 대상에 반지하 가구가 포함되었다. 지자체 별 우선 지원 대상을 선정할 수 있도록 구축한 표준분석모델을 소개하고, 각 요소에 대한 개념 설명 및 핵심 과정 도식화를 통해 모델을 이해하고 사용할 수 있게 지원하는 데에 목적을 두고 있다.
저층 주거 취약지원 분석 모델은 수집한 데이터를 활용하여 데이터 셋을 구축하고 인구총조사 대비 침수가구 기준으로 우선 지원 대상 지역을 산정. Despite poor housing conditions, households living in low-rise housing due to various constraints should be provided with expanded economic support to ensure practical assistance. This standard analysis model will be developed to identify vulnerable low-rise housing areas (semi-basements) through comparative analysis of building aging and flood-prone areas of semi-basement buildings. This model will assist managers in assessing the current status of low-rise housing and identifying priority areas for support. Recently, a consensus has emerged among civil society and the media regarding the need for support for households living in basements, leading to the inclusion of semi-basement households in existing housing improvement projects. This standard analysis model, developed to assist local governments in selecting priority support recipients, is introduced. Its purpose is to support understanding and use of the model by explaining the concepts of each element and schematically illustrating key processes.
