본 연구는 방송통신기자재의 자기적합확인 대상 확대와 인증업무 민간 이관을 위한 실행방안을 제시합니다. 자기적합확인은 전자파 위해도가 낮은 제품을 대상으로 제조자 책임 기반의 자율규제를 실현하는 제도로, 최근 소형화·저전력화 제품 증가로 활용이 확대되고 있습니다. 국내 인증수수료는 정부기관 중심의 최저 행정수수료로 책정되어 있어, 향후 민간 인증기관 전환 시 수수료 산정기준 재검토가 필요합니다. 민간 인증기관의 신뢰성 확보를 위해 인력의 전문역량 중심 HRM 시스템 구축과 국제 인정 체계를 고려한 설계가 요구됩니다. 정부는 제품 안전관리를 사전 규제에서 사후 감독으로 전환하고, 공공 영역 독점 인증업무를 민간 전문성에 위임하는 혁신을 추진하고 있습니다. This study proposes implementation plans for expanding the scope of Self-Conformity Verification (SCR) for broadcasting and telecommunications equipment and transferring certification tasks to the private sector. SCR is a system that realizes self-regulation based on manufacturer responsibility for products with low electromagnetic radiation risk, and its utilization is expanding due to the recent increase in miniaturized and low-power products. Domestic certification fees are currently set at the minimum administrative fees centered on government agencies; therefore, a review of fee calculation standards is necessary when transitioning to private certification bodies in the future. To ensure the reliability of private certification bodies, it is required to establish an HRM system centered on the professional competence of personnel and to design a system that considers international accreditation frameworks.
