This report explores the achievements and future challenges of the Senior Citizens' Employment and Social Activity Support Project over the past 20 years (2004-2024). Commemorating the project's 20th anniversary, this report examines the policy's development and key achievements. The policy development process is divided into three periods: the formative period (2004-2010), the development period (2011-2014), the establishment period (2015-2018), and the qualitative transition period (2019-2024). It presents the characteristics and key policy initiatives of each period, and analyzes changes over the past 20 years through statistics on participating seniors, implementing organizations, and workers.
