* 농지개량의 정의 : 농지의 생산성을 높이기 위하여 농지의 형질을 변경하는 아래 어느 하나에 해당하는 행위
- 농지의 이용가치를 높이기 위하여 농지의 구획을 정리하거나 개량시설을 설치하는 행위
