Pursuant to Article 48 of the Aviation Business Act, any person wishing to operate an ultra-light aircraft business must register with the Minister of Land, Infrastructure and Transport by attaching a business plan and other documents prescribed by Ordinance of the Ministry of Land, Infrastructure and Transport to an application form, as prescribed by Ordinance of the Ministry of Land, Infrastructure and Transport. Businesses utilizing drones, an unmanned aerial vehicle, must submit these documents to the Korea Transportation Safety Authority (KTS). Registration can be done through the Drone One-Stop Civil Complaint Service (drone.onestop.go.kr). The Authority has also established a schema to facilitate reporting and document submission by ultra-light aircraft business operators pursuant to Article 132, Paragraph 1 (Aviation Safety Activities) of the Aviation Safety Act.
