This document summarizes the interment status of columbarium, scattering of ashes, and natural burial facilities among the municipal funeral facilities operated by the Seoul Metropolitan Government from 2019 to 2025. Recently, funeral culture has been shifting away from a focus on simple burial or interment toward an environmentally friendly and sustainable direction. In particular, as the cremation rate steadily increases, the patterns of demand for funeral facilities are changing significantly. The Seoul Metropolitan Government’s 3rd Mid-to-Long-Term Plan for the Supply and Demand of Funeral Facilities (2023–2027) places policy emphasis on natural burial and scattering of ashes to respond to these changes. The goal is to stably accommodate the growing demand for cremation while establishing an eco-friendly funeral culture in the long term. This direction goes beyond mere facility expansion to reflect the diverse funeral needs of citizens and consider changes in social perceptions. Furthermore, the implementation of the recently amended Funeral Services Act and related subordinate regulations presents new standards for the overall operation and management of funeral facilities. Consequently, there is a growing need for the Seoul Metropolitan Government to respond in alignment with these legal changes, in line with the policy direction of the Ministry of Health and Welfare. Accordingly, the Seoul Metropolitan Government is proactively and systematically analyzing cremation data from municipal crematoriums to comprehensively assess the usage status of each burial method, including interment, scattering of ashes, and natural burial, and reflecting this in mid-to-long-term supply and demand plans. In particular, natural burial and scattering of ashes are expected to establish themselves as increasingly important funeral practices in the future, given the rising social demand for eco-friendly interment after cremation. Therefore, this status data holds great significance not merely as a simple statistical compilation, but as foundational data to align with the direction of Seoul’s funeral policies and national policies for the transformation of funeral culture.
