<도입배경>
- "93년 외국인관광객 주요방문지역에 대한 심야영업 시간제한 해제를 주목적으로 도입
- "98년 심야영업 전면허용에 따라 지정혜택은 감소하였으나, 관광특구로서의 브랜딩효과,인지도 제고 효과 등으로 지역상인 및 자치구의 지정요청 증가
