데이터의 세부 항목에는 안전보건 방침 및 목표, 조직구성 및 역할분장, 위험성평가 절차 및 기록, 안전보건교육 계획, 의사소통 및 회의체계, 문서 및 기록관리, 안전점검 및 관리활동, 비상시 조치계획, 산업안전보건관리비 집행, 개인보호구 지급계획 등이 포함됩니다. 각 항목은 산업안전보건법, 건설기술진흥법 등 관련 법령을 준수하며, 공사 특성과 현장 여건에 맞춰 실질적으로 적용할 수 있도록 설계되어 있습니다. 또한, 위험성평가와 안전관리활동의 결과는 문서화되어 최소 3년간 보존되며, 근로자 의견 수렴과 참여를 강조해 현장 중심의 안전문화 정착을 유도합니다.

이 매뉴얼은 공공 및 민간 건설현장 모두에서 안전관리 표준으로 활용될 수 있으며, 발주기관·시공사·감독기관·근로자 등 이해관계자 간의 명확한 역할 분담과 소통 체계를 통해 현장 안전수준을 높이고, 재해 예방 및 신속한 비상대응 체계 구축에 기여할 것으로 기대됩니다. 학계·연구기관에서는 건설현장 안전관리 체계 연구 및 정책 개선, 건설업계는 표준화된 안전관리 실무 적용, 정부·지자체는 안전보건 정책 및 감독업무 고도화 등 다양한 분야에서 활용될 수 있습니다. This is a safety management measure (site manual) produced in accordance with the Construction Industry Occupational Safety and Health Management System (KOSHA-MS) certification standards (site sector). (Revised in 2024) The main purpose is to prevent industrial accidents in construction sites and to prioritize the life and safety of workers and citizens, and to standardize the entire process, including systematic risk assessment, safety and health goal setting, education and communication, and emergency response plans. To this end, specific procedures and detailed roles for each person in charge are clearly presented for each stage, such as site manager leadership, organizational roles and responsibilities, risk assessment, safety and health plan implementation, evaluation, and improvement. Detailed data items include safety and health policies and goals, organizational structure and role division, risk assessment procedures and records, safety and health education plans, communication and meeting systems, document and record management, safety inspection and management activities, emergency response plans, industrial safety and health management fee execution, and personal protective equipment provision plans. Each item complies with the Occupational Safety and Health Act, the Construction Technology Promotion Act, and other related laws and regulations, and is designed to be practically applied according to the characteristics of the construction and site conditions. In addition, the results of risk assessment and safety management activities are documented and preserved for at least 3 years, and it emphasizes the collection of worker opinions and participation to induce the establishment of a safety culture centered on the field. This manual can be used as a safety management standard in both public and private construction sites, and it is expected to contribute to improving the safety level on the site and establishing a disaster prevention and rapid emergency response system through a clear division of roles and communication system among stakeholders such as ordering agencies, construction companies, supervisory agencies, and workers.
