국가 간에 존재하는 기술 규정의 차이는 국가 간의 자유 무역을 어렵게 만드는 장애 요소로 작용하고 있으며 경우에 따라서는 기술무역장벽(TBT: Technical Barriers to Trade)으로도 이용될 수 있는 단점을 가지고 있으므로 서로 다른 기술 규정에 대한 상호 이해와 조화를 위한 노력이 필요하다. 따라서 본 연구는 해외 적합성평가제도에 대한 조사와 동향파악 등을 통해 향후 MRA/FTA의 효율적인 추진방안 등을 모색하였다.

첫번째로 한국-캐나다 2단계 MRA(상호인정협정) 체결에 따른 방송통신기자재등의 무선설비 인증기관의 체계적인 관리방안과 향후 MRA 도입 확대 등을 위한 세계 각국의 시험인증 제도, 기술규정 개정 등의 동향 연구 결과입니다.

두번째로 한-인도네시아 MRA 체결 협상 및 한-몽골 시험인증 MOU 체결 등 관련 국제협력활동 추진 결과 보고서 입니다. Differences in technical regulations between countries act as obstacles that make free trade difficult between countries, and in some cases, they can be used as technical barriers to trade (TBT), so efforts are needed to achieve mutual understanding and harmony of different technical regulations. Therefore, this study sought to find ways to efficiently promote MRA/FTA in the future by investigating overseas conformity assessment systems and understanding trends. First, this is the result of a study on the systematic management plan for certification agencies for wireless equipment such as broadcasting and communication equipment following the conclusion of the Korea-Canada Phase 2 MRA (Mutual Recognition Agreement), and trends in testing and certification systems and technical regulation revisions in each country for the expansion of MRA introduction in the future.
