제주마는 흔히 제주도 조랑말이라고 하며, 키가 작아서 과실나무 밑을 지날 수 있는 말이라는 뜻의 ‘과하마(果下馬)’또는 ‘토마(土馬)’라고도 한다.

키가 암컷 117㎝, 수컷 115㎝ 정도인 중간 체구의 말로, 성격이 온순하고 체질이 건강하여 병에 대한 저항력과 생존력이 강하다. 털색은 밤색이 가장 많고 적갈색, 회색, 흑색 등의 순서이다. 이 말은 앞쪽이 낮고 뒤쪽이 높으며 몸길이가 긴 독특한 체형으로 다른 말들보다 뚜렷하게 작다.
