과학기술정보통신부가 관계부처 합동으로 수립한 제2차 위성정보활용종합계획 문서입니다.
4차 산업혁명 시대에 부응하는 스마트한 위성정보 서비스 제공과 관련 신산업 창출을 위한 국가 차원의 종합적인 전략과 실행계획을 담고 있습니다. 본 계획은 4대 전략을 중심으로 구성되어 있으며, 첫째 스마트한 3대 분야 국가 위성정보서비스 제공(국가 안전 위기관리, 국민생활 밀착 서비스, 미래선도 산업 기반), 둘째 기술 혁신으로 여는 차세대 위성정보서비스 산업(위성정보 지능화, 기반기술 선진화, 산업 생태계 조성), 셋째 효율적 위성정보서비스 제공을 위한 다중임무 위성개발(공공서비스용 다중임무 위성, 핵심기술 개발, 첨단 위성기술 확보), 넷째 위성 개발·활용 인프라 및 협력체계 선진화(선진적 개발 체계, 통합 운영 인프라, 국내외 협력체계)를 포함합니다. 또한 각 전략별 세부 추진과제와 로드맵이 상세히 제시되어 있습니다. 이 종합계획은 정부 부처의 위성정보 정책 입안자, 위성 개발 및 활용 관련 연구기관, 위성정보 서비스 산업계, 학계 등이 국가 위성정보 활용 전략을 이해하고 관련 사업을 기획·추진하는 데 핵심 참고자료로 활용될 수 있으며, 우리나라가 스마트 위성 강국으로 도약하기 위한 청사진을 제공합니다.

This document is the Second Comprehensive Plan for Satellite Information Utilization, jointly established by the Ministry of Science and ICT and relevant ministries. It contains a comprehensive national strategy and implementation plan for providing smart satellite information services and fostering new industries in line with the Fourth Industrial Revolution. This plan is structured around four key strategies: 1) Provision of smart national satellite information services in three key areas (national security crisis management, services closely related to the lives of citizens, and a foundation for future leading industries); 2) A next-generation satellite information service industry driven by technological innovation (satellite information intelligence, advancement of basic technologies, and establishment of an industrial ecosystem); 3) Development of multi-mission satellites for efficient satellite information service provision (multi-mission satellites for public services, development of core technologies, and securing cutting-edge satellite technologies); and 4) Advancement of satellite development and utilization infrastructure and cooperation systems (advanced development systems, integrated operational infrastructure, and domestic and international cooperation systems). Furthermore, detailed implementation tasks and roadmaps for each strategy are presented in detail. This comprehensive plan can serve as a key reference for government satellite information policymakers, satellite development and utilization research institutes, the satellite information service industry, and academia to understand the national satellite information utilization strategy and plan and promote related projects.
